For most people 20% increase is more than $13 dollars once based off total consumption and actual bill....where they came up with that figure of $13 I have no idea but obviously they can't do basic math.

I feel for these people and the rest of us too as I'd heard chatter that overall all utilities would be seeking to raise rates.
